Harry Reid on Immigration Reform: Citizenship Must Be Served

Immigration reform is becoming one of the more contentious issues now entering Washington?s political arena, as a new congressional session commences and as President Obama kicks off his second term. Of course, so-called immigration reform comprises a broad array of beliefs that have led to a persistent clash among Republican and Democratic lawmakers, which will likely shift some weight away from the economy toward the millions of illegal immigrants residing in America.

Senate Majority Leader Harry Reid (D-Nev.) is now laying an uncompromising provision on any immigration reform proposals ? and that is, without a path to citizenship, no legislation will come to the table. ?There will be nothing done in my Senate [on immigration reform] without a pathway to citizenship,? the Nevada Democrat told the Las Vegas Sun late last week.

?We have spent a huge amount of money on border security, and both our northern and southern borders are more secure,? Reid explained. ?Frankly, Mexico is doing much better economically, and that has helped the issue a lot. We can?t build a fence of 3,000 miles because no matter how high we build it, they can build a ladder taller than that fence. So I think we have about expended our energy on border security.?

Reid may be correct that illegal immigration has slowed in 2012, but few experts would attribute the slowing mainly to an increasingly secure border. Most sources mainly attribute it to a weak American economy, especially since about half of illegal immigrants arrive on short-term visas and then overstay their visas.

The Senate Majority Leader says legislation relating to immigration reform is one of top two issues for this congressional session, as he works alongside Senators John McCain (R-Ariz.) and Chuck Schumer (D-N.Y.) on a bipartisan slate of principles to bolster the looming debate that they plan to ignite by the end of the month.

?People will have to move to the back of line. They would have to pay some penalties and fines, and they have to work, stay out of trouble and work on speaking English,? asserted Reid, providing generic provisions for a pathway to citizenship for the millions of U.S. immigrants who are without legal residency. ?That would bring people out of the shadows and really help everybody. It would be good for family reunification.?

Reid, who credited his 2010 reelection to the Hispanic vote, has been a longtime supporter of the DREAM Act, a legislative proposal that would provide permanent residency to illegal residents who graduated from U.S. high schools, came to the U.S. as minors, and resided in the country continuously for a minimum of five years prior to the bill?s enactment.

Reid told the Las Vegas Sun that he is not opposed to E-Verify ? a federal system for employers to validate the citizenship of job applicants ? but noted that the system would have to be utilized more widely to be effective. ?We have to make the employer sanctions not a Catch-22,? he affirmed. ?No one can do it right. If you are an employer, you have trouble, and if you are an employee, you have trouble. So these are some of the things we need to work on that are totally doable if there is a will. That?s why I hope McCain sticks with it, because it will be a great legacy for him.?

Meanwhile, the Obama administration is seeking a plan that supposedly would require immigrants who have entered the country illegally or have outstayed their visas to prove they?ve lived in the United States for several years, will pay any back taxes that are owed, and have not committed any crimes. But the amnesty of 1986 and other amnesties since then indicate that such provisions will be ignored, and amnesty will encourage more illegal immigration. Also, entering America illegally and not paying taxes are both crimes (the latter of which could land an American citizen in jail for many years ? ask Wesley Snipes). Illegal immigrants who qualify through these provisions will benefit from temporary legal status that could potentially lead to citizenship in about 15 years.

However, Harry Reid and the Obama administration?s plans for immigration reform will likely meet resistance in the Republican-controlled House, where GOP lawmakers are hesitant to grant citizenship to any of the 11 million illegal immigrants who could become U.S. citizens. Republican House Judiciary Chairman Robert Goodlatte (R-Va.) attested that he is unlikely to sign on to a citizenship-inclusive bill, but would be open to providing noncitizen legal status to illegal immigrants.

?I would not be likely to agree to a pathway to citizenship for 10, 11 million people who are illegally in the United States,? Goodlatte told C-SPAN. ?But I would be willing to look at proposals that deal with the fact that they are here, and that knowing who they are, where they are and giving them some kind of legal status ? probably without a pathway to citizenship ? is something that is certainly worth talking about.?

But most proposals steer clear of the more critical issues at hand, as they remain narrow in scope while ignoring some of other workable solutions. For instance, the Mexican immigrant population in the United States alone is larger than the immigrant populations of any other country, leading to Balkanization, and because these Mexicans are generally poor and uneducated, we are importing poverty.

Ron Paul proposed a six-point plan during the Republican presidential contest that addressed a variety of solutions, including physically securing our borders and coastlines, enforcing visa rules, no amnesty, no welfare for illegal aliens, ending birthright citizenship, and passing true immigration reform.

The current immigration system is incoherent and unfair, Paul asserts. However, most reform proposals would grant access to 60 million more immigrants into the country, according to the Heritage Foundation. The more sensible solution is a system grounded with the same rules and waiting periods for all immigrants seeking to enter the United States.

?We must reject amnesty for illegal immigrants in any form,? Paul previously stated, addressing the numerous proposals offered up by Washington lawmakers. ?We cannot continue to reward lawbreakers and expect things to get better. If we reward millions who came here illegally, surely millions more will follow suit. Ten years from now we will be in the same position, with a whole new generation of lawbreakers seeking amnesty.?

Image sensors out of a spray can

Jan. 22, 2013 ? Researchers from Technische Universit?t M?nchen (TUM) have developed a new generation of image sensors that are more sensitive to light than the conventional silicon versions, with the added bonus of being simple and cheap to produce. They consist of electrically conductive plastics, which are sprayed on to the sensor surface in an ultra-thin layer. The chemical composition of the polymer spray coating can be altered so that even the invisible range of the light spectrum can be captured. This opens up interesting new development possibilities for low-cost infrared sensors aimed at compact cameras and smartphones .

Image sensors are at the core of every digital camera. Before a snapshot appears on the display, the sensors first convert the light from the lens to electrical signals. The image processor then uses these to create the final photo.

Many compact and cellphone cameras contain silicon-based image sensors produced using CMOS (complementary metal oxide semiconductor) technology. Prof. Paolo Lugli and Dr. Daniela Baierl from TUM have developed a cost-effective process to improve the performance of these CMOS sensors. Their approach revolves around an ultra-thin film made of organic compounds, in other words plastics.

The challenge lay in applying the plastic solution to the surface of the image sensors. The researchers tested spin- and spray-coating methods to apply the plastic in its liquid, solution form as precisely and cost-effectively as possible. They were looking for a smooth plastic film that is no more than a few hundred nanometers thick. Spray-coating was found to be the best method, using either a simple spray gun or a spray robot.

Thin coating with high sensitivity to light

Organic sensors have already proven their worth in tests: They are up to three times more sensitive to light than conventional CMOS sensors, whose electronic components conceal some of the pixels, and therefore the photoactive silicon surface.

Organic sensors can be manufactured without the expensive post-processing step typically required for CMOS sensors, which involves for example applying micro-lenses to increase the amount of captured light. Every part of every single pixel, including the electronics, is sprayed with the liquid polymer solution, giving a surface that is 100 percent light-sensitive. The low noise and high frame rate properties of the organic sensors also make them a good fit for cameras.

Potential for developing low-cost infrared sensors

Another advantage of the plastic sensors is that different chemical compounds can be used to capture different parts of the light spectrum. For example, the PCBM and P3HT polymers are ideal for the detection of visible light. Other organic compounds, like squaraine dyes, are sensitive to light in the near-infrared region.

"By choosing the right organic compounds, we are able to develop new applications that were too costly up until now," explains Prof. Paolo Lugli, who holds the Chair of Nanoelectronics at TUM. "The future uses of organic infrared sensors include driver assistance systems for night vision and regular compact and cellphone cameras. Yet, the lack of suitable polymers is the main hurdle."

AP Interview: WEF founder still sees crisis risks

DAVOS, Switzerland (AP) ? The world has no yet escaped the risk of a collapse in the global economy despite some renewed confidence heading into 2013, the founder of the World Economic Forum told The Associated Press on Monday.

Swiss economist Klaus Schwab, speaking on the eve of the elite annual gathering in the Swiss mountain resort of Davos, called for the business and government leaders heading there to focus on "cautious realism" and a recovering public trust to avoid another major financial crisis.

"The problems and the risks have not gone away," he said in an interview. "The world economy may still confront a collapse if very negative constellations occur."

Markets started strongly this year, with many stock indexes near multi-year highs, and the euro currency union no longer seems in danger of breaking apart. Throughout 2012 the world's central banks have flooded financial systems with new money.

But unemployment remains high in many developed economies and the public's faith in business and government leaders is falling. The euro alliance and Japan are in recessions. And politicians in the United States are struggling to finalize a budget deal to avoid a potential default that would cause havoc in financial markets. Even if the U.S. does reach a deal, as expected, it could include big government spending cuts that would hurt the global economy.

Schwab's WEF forum this week is expected to draw more than 2,500 of the world's financial and political elite. Organizers, journalists, political aides and others began streaming in by train and car Monday as a steady snowfall coated the region.

Schwab said economic growth is based on optimism, among both consumers and investors, so the challenge is for leaders "to give people the confidence again to look with more optimism into the future."

However, he said a fundamental problem is that the latest economic recovery is a "jobless growth," ? where any early improvement in the economy is yet to be felt in the broader job market.

More socially minded entrepreneurship will be needed and young workers entering the job market will need to focus on gaining talents and skills that are most in demand, such as new technology and science, Schwab.

"We need new ways of thinking. It's not the traditional employment which will solve the issue," he said. "I think we have too many sociologists, psychiatrists around, and not enough engineers and scientific people."

Speaking on the same day as President Barack Obama's second-term public inauguration, Schwab said he hopes the world's biggest economic and military power will become more assertive on the world stage.

"What the world expects is that someone, if there's a major crisis, takes the lead, and I'm really hopeful that the United States, with the second mandate, will assume its responsibility as the strongest power," he said.

Asked about Google's cancellation of its annual invitation-only Friday night party, which has been the hottest ticket among celebrities and elites at Davos in recent years, Schwab described it as a sign of the times.

"I think the world is in a very serious situation and the annual meeting is a very serious event. We are not a fun event. We want to improve the state of the world ? the world is not in a good shape at the moment," he said. "So I think it's really logical that we concentrate much more on substance."

One of the most notable tragedies in recent musical memory came with the fire at the Station nightclub in West Warwick, Rhode Island. 80s metal band Great White had managed to pack the place beyond capacity, and the assembled throng of hair-metal fans were having a grand old time until the band?s manager set off some pyro in the very unsuitable space. The sparks caught some exposed insulation on fire, turning the club into a deathtrap inferno that claimed the lives of 100 people.

It?s just a general rule of thumb: more people, more danger. So when Pearl Jam played the Roskilde music festival in 2000 and over 50,000 people turned out to see the grunge band, nothing good could come of it. People toward the back of the venue started to complain that they couldn?t hear, so they started to press forward. Once enough people start pressing, it becomes a wave. And once a wave gets big enough, people start to get crushed. The carnage at Roskilde was epic, with eleven people being suffocated in the mass of humanity. Pearl Jam almost broke up as a result of the incident, but decided to soldier on.

Somebody doesn?t have to die to make this list ? a concert accident can be awful even with zero fatalities. Take this AC/DC concert in Brisbane ? there wasn?t anything wrong with the band, or the venue, or security. It was just simple dumb human error that got a poor disabled man sent to the hospital with grisly injuries. The man, who was in a motorized wheelchair, was rocking out to the band when his friend accidentally hit the joystick, sending him forward through the security barrier and causing the metal rod the man used to manipulate objects to stab deep into his eye. Yikes.

The ruling followed an investigation by the U.S. Department of Labor?s Employee Benefits Security Admin?is??tration (EBSA), which filed a lawsuit in federal court to recover the funds. The court entered a default judgment in EBSA?s favor.

The court order requires ABD to repay all the funds, plus interest that would have accrued. It also permanently bars the company from acting as a fiduciary in any retirement plan covered by the Employee Retirement Income Security Act.

Note: It may be tempting to use an employee retirement plan to augment your cash flow if your business is starting to tank. But watch out. As this case shows, that kind of malfeasance is illegal, and a good way to flush the goodwill of your employees down the drain.

France Plans Troops Surge In Mali After islamist Rebels Continue To Advance Despite Airstrikes?

(France 24)?? France?s military intervention in Mali will be increased to 2,500 French soldiers, defence ministry sources said Tuesday, as the offensive in the divided African country entered its fifth day.

French President Fran?ois Hollande held a press conference during a state visit to the United Arab Emirates (UAE) on Tuesday, during which he outlined France?s three goals in Mali.

?Our objectives are as follows: one, stop terrorists seeking to control the country including the capital Bamako; two, we want to ensure that Bamako is secure ? several thousand French nationals live there; three, enable Mali to retake its territory, a mission that has been entrusted to an African force that France will support,? he said.

Earlier in the day, Hollande announced that French troop presence had already been boosted to 750 soldiers and would continue to rise.

Citing sources close to French Defence Minister Jean-Yves Le Drian, the AFP news agency said that France?s fighting force in the troubled African country would ?progressively reach? the new figure.

Rob and Julia Israch won a fierce bidding war for a three-bedroom townhouse in Mountain View, Calif., late last year even though their $750,000 offer?while $92,000 above the asking price?was topped by 11 rivals and was several thousand dollars below the highest bid.

A key reason: The seller, software engineer Lev Stesin, was moved by a letter in which the Israchs said they worked in the technology industry and explained how the home?s spacious layout would be perfect given the imminent arrival of their first child. Among other things, the townhouse has three bathrooms, a wood-burning fireplace and a roomy backyard.

?I felt very comfortable with these people,? said Mr. Stesin, himself the father of a toddler. ?I really wanted this place to go to somebody in a similar situation.?

In an echo of the last housing boom, ardent pitch letters from eager home buyers are popping up again in hot U.S. real-estate markets like Silicon Valley, Seattle, San Diego, suburban Chicago and Washington, D.C., housing economists and real-estate brokers say.

The heartfelt missives, often accompanied by personal photos, aim to create an emotional bond that can give their writers an edge?especially in situations where multiple bidders are vying for the same house. And the reappearance of buyer pitches, also known as love letters, offers further evidence that the housing market is rebounding after a five-year slump.

Last year is likely to have been the first since 2006 in which home prices rose. Meanwhile, inventory is tight. There were just 2.14 million existing homes for sale at the end of October, down about 22% from a year ago to the lowest level in a decade, the National Association of Realtors estimates. Sales of existing homes in November rose 14.5% from a year earlier.

?The market has gotten so crazy that money alone doesn?t talk,? explained Glenn Kelman, chief executive of Redfin, a real-estate brokerage that operates in 19 markets. In 2012, 70% of the offers handled by Redfin agents faced competing bids. In Silicon Valley, the figure was 95%.

?It?s really a seller?s market,? said Mrs. Israch, a Facebook account manager. ?This market is ridiculous.? She and her husband, a senior manager at NetSuite, submitted their first pitch letter while bidding for a different Mountain View townhouse last fall. They lost that one, outbid by seven of the 11 other would-be buyers.

A pitch letter worked during Sandy S. Kuo and Syed Ahmad?s third attempt to buy a home in nearby Saratoga, Calif. The Microsoft? and International Business Machines managers began house hunting in earnest after their July wedding. They had written letters unsuccessfully before. This time, they went into more detail about why they felt at home in a three-bedroom ranch listed for about $1.05 million.

?We imagined how we could set up the patio for BBQs, we discussed where our future baby?s nursery could be,? their two-page letter explained.

Gary Barnett, who was selling the house on behalf of his late mother, said the letter ?was very nicely done.? But with a $1.13 million bid, he said, ?they also had the best offer.? The sale closed Nov. 15.

Extra effort involving a pitch letter paid off for Jonathan Duryee, a civilian management trainee for the U.S. Navy. He initially failed to snag a four-bedroom home in San Diego last October despite sending the seller a letter with four pictures of himself, his wife Nancy and their 10-month-old son. After the original buyer withdrew, he emailed the seller a new photo of his baby and two dogs around a handwritten sign that read: ?We would love a big yard!?

?It really made me try to put these kids into the house,? said Scott Pursell, a veteran builder who was selling the home, which he acquired as a rental property 20 years ago. He even rejected an all-cash offer $25,000 below the Duryees? $550,000 bid for the $549,900 dwelling.

Pitch letters prove particularly effective when they create a personal connection with longtime occupants. Last fall, Judy Blankenburg and her sister decided to sell their three-bedroom childhood residence in Los Altos, another Silicon Valley community. Their mother, who died in July, had called it home for 68 years.

?My sister and I had a huge emotional attachment to that house,? said Ms. Blankenburg, a retired chemical analyst. ?We didn?t want it torn down.?

The sisters accepted a bid that came in about $200,000 above their $1.8 million asking price from a Los Altos couple keen to raise their three daughters on a quieter street.

?From the majestic trees and the lush foliage in the front and backyards to the living room with high ceiling made of knotty pine, your home is filled with charm,? the Sastry family said in their letter. They moved in Dec. 15.

Ms. Blankenburg said her parents, avid gardeners, would have been pleased by the buyers? fondness for trees. But she realizes the letter isn?t a commitment.? ?Three months from now, I may drive by and find they tore [the house] down,? she said.? Kantha Sastry said she and her husband don?t know whether they might one day tear down the 1938 home.

But some Silicon Valley brokers have seen that scenario play out before.

A few years ago, the owners of an older Los Altos home got more than 21 offers and picked the one from a woman who also submitted a love letter from her dog, said Kathy Bridgman, an Alain Pinel Realtors agent who represented the sellers.

?She won?t touch a thing,? promised the letter, signed with a paw print. ?I will be able to play in the yard.?

After closing, the buyer immediately tore down the home and built a bigger one.

Russian soldiers to trade foot wraps for socks

(AP) ? A Russian official says it's time for the nation's soldiers to switch from foot wraps to socks.

Since the late 17th century, Russian soldiers have been using wraps, rectangular strips of cloth that are carefully wrapped around their bare feet to prevent blisters from tall heavy boots with no laces.

But Defense Minister Sergei Shoigu, who took the post two months ago, said he was surprised to learn that some soldiers are still using the wraps, called "portyanki" in Russian, and told them to use socks instead.

At a televised meeting with military officers Monday, he said, "In 2013, or at least by the end of 2013, we must forget the word portyanki."

Czar Peter the Great adopted the custom from the Dutch army in the late 17th century.

White House uses Death Star request to plug science

To borrow an oft-repeated phrase from the Star Wars universe: they got a bad feeling about this. The White House has declined to build a Death Star - the fictional planet-destroying space station that features in the Star Wars film series - but has taken the opportunity to inspire a new generation of scientists.

The request for a Death Star appeared on 14 November on the White House's We the People website, which allows anyone to set up a petition and promises to respond to those that receive enough support. The petition, which got more than 34,000 signatures, suggests that construction of a Death Star could "spur job creation in the fields of construction, engineering, space exploration, and more, and strengthen our national defense".

Now the White House has posted a good-natured response. Paul Shawcross, chief of White House budget office's science and space branch, writes:

The Administration shares your desire for job creation and a strong national defense, but a Death Star isn't on the horizon.

Reasonably, Shawcross cites the lack of US support for blowing up planets, plus the high cost - estimated at close to $1?quintillion - of the Death Star as reasons for rejecting the project. He also points out the station is already known to have a fatal flaw, as demonstrated by one Luke Skywalker (in the original Star Wars, he destroys the Death Star by exploiting a loophole in its design).

Shawcross uses the petition to highlight the success of the US's existing space projects, including the International Space Station, the Mars Curiosity rover and the exoplanet-hunting Kepler telescope.

He also plugs the benefits of working in science or technology as a means of "ensuring the United States continues leading the world in doing big things".
